SDM begins only after law enforcement, the medical examiner or another responsible authority has completed and released the area.

After cleanup, the remaining repair or reconstruction needs can be separated from the trauma-response work.

Scene safety and official restrictions come first.
Task-appropriate PPE and exposure controls are used.
Gross contamination is removed before disinfection.
Disinfectants are used according to their EPA label and surface compatibility.
Waste is managed according to the applicable Texas classification and disposal route.
Odor treatment follows source control rather than replacing it.
