Concrete stores moisture through its depth

Concrete is porous. Water can enter from the top after a loss, from edges and penetrations, or from below where vapor barriers or drainage are absent or compromised.

Surface dryness is not a reliable indicator of internal condition.

Know the slab system

Age, thickness, vapor retarder, finish, adhesive, cracks, joints and contact with soil all influence moisture behavior.

Floodwater can also affect adhesives, coatings and contaminants at the surface independently of the slab moisture itself.

Drying is driven by vapor-pressure difference

Lowering ambient vapor pressure encourages moisture to leave an exposed slab surface. Air movement and heat can increase evaporation when safely integrated with adequate vapor removal.

Impermeable coverings or intact low-permeance coatings can severely limit upward drying.

Testing must match the decision

Surface meters are useful for comparative mapping but do not directly substitute for flooring-manufacturer or industry-required slab tests.

Before reinstalling sensitive finishes, use the measurement method required for the product and substrate condition.
